Prioritization of Factors Affecting the Reduction of Safety and Health Costs in Construction Site Establishment Using the TOPSIS Multi-Criteria Decision-Making Method

Abstract

Construction site establishment, as one of the fundamental stages of construction projects, plays a decisive role in controlling and reducing costs, enhancing safety, and improving project productivity. Inadequate management of this stage can lead to increased direct and indirect costs, the occurrence of accidents, and reduced project execution efficiency. Therefore, identifying and prioritizing the factors affecting the reduction of construction site establishment costs is essential. The main objective of this study was to investigate the factors influencing the reduction of safety and health costs in construction sites. In terms of purpose, this study was applied, and in terms of methodology, it employed a descriptive–analytical approach. The statistical population consisted of 20 experts and specialists in the field of construction projects in Parand City. Following a review of the relevant literature and consultation with experts, three main criteria—accessibility, resource management, and infrastructure-related factors—were identified, encompassing a total of 15 subcriteria. The results showed that accessibility factors, with a normalized weight of 0.472, ranked first in reducing construction site establishment costs. Resource management, with a normalized weight of 0.273, ranked second, while infrastructure-related factors, with a normalized weight of 0.255, ranked third. Furthermore, the inconsistency ratio of the comparisons was calculated as 0.088, which was below the acceptable threshold of 0.10, indicating the validity and reliability of the experts’ judgments. Based on the findings, it can be concluded that improving accessibility and paying particular attention to safety considerations and accident prevention play a substantial role in reducing construction site establishment costs and can contribute to enhanced safety, reduced risks, and improved overall performance of construction projects.
